Install Python 3.9, NodeJS, VSCode
copy import wheels from ConceptCore to rsconcept\backend\import
run rsconcept\backend\LocalEnvSetup.ps1
run 'npm install' in rsconcept\frontend
use VSCode configs in root folder to start developement
